Is Nuwara Eliya an ugly place?

According to Ranil Wickremasinghe, a formal plan should be drafted to develop Nuwara Eliya since instead of ad-hoc measures to develop the city.

 

"Honestly, many say Nuwara Eliya is an ugly city, do you want it to become uglier with these plans?" The President raised the question addressing the officials during a discussion held at Nuwara Eliya District Secretariat.
